Where can I find digital scrapbook kits that I can use any way I want?

Where can I find digital scrapbook kits that don’t have a million terms of use restrictions - I want to make digital cards that others can download for free to use/print for their personal use. It seems like every designer is going to charge you $50 or more to do anything but personal scrapbook pages.
